Department for managing the anti-corruption system "Compliance Control"
The activity of the
department is aimed at managing the Compliance Control system at the
university, as well as at combating corruption, within its powers reports
directly to the Rector of the University and is accountable to the Compliance
Control and Anti-Corruption Department of the Ministry of Higher and Secondary
Specialized Education (hereinafter referred to as the Ministry). The department
in its activities is guided by the Constitution and laws of the Republic of
Uzbekistan, resolutions of the Oliy Majlis of the Republic of Uzbekistan,
decrees, resolutions and orders of the President of the Republic of Uzbekistan,
resolutions and orders of the Cabinet of Ministers of the Republic of
Uzbekistan, orders and decisions of the Collegium of the Ministry, internal
orders of the university, this Regulation, as well as other legislative acts.
The department carries out its activities in cooperation with other departments
of the university. Tasks and functions of the department.
The main tasks of the department are:

prevention
and fight against corruption offenses at the university;
·
ensuring
the implementation of measures aimed at the implementation of the project
“Sphere without corruption” in the higher education system on the scale of a higher
educational institution;
·
introduction
and implementation of the anti-corruption control system "Compliance
Control" at the university;
·
identification
of areas associated with increased corruption risks, as well as the causes and
conditions for committing corruption offenses at the university;
·
informing
about systemic problems that lead to the manifestation of corruption in the
university, and making appropriate proposals for their elimination;
·
ensuring
the implementation at the university of programs aimed at eliminating the causes
and conditions of corruption offenses and increasing the effectiveness of
anti-corruption measures;
·
coordination
of public control aimed at combating corruption in a higher educational
institution, as well as conducting anti-corruption monitoring based on modern
methods and information and communication technologies;
·
study
of generally recognized international standards and positive foreign experience
in the field of combating corruption and public control and developing
proposals for the introduction of advanced aspects;
·
organization
of sociological, scientific and other research and development of proposals on
the state, trends and causes of corruption in the university and the
effectiveness of anti-corruption measures;
·
coordination
of the activities of schools, academic lyceums, technical schools at the university
to combat corruption.
The main functional duties of the chief specialist of
the department
·
The
University organizes meetings with teaching staff, students, as well as with
individuals and legal entities, studies the systemic problems that concern
them, determines the areas in which there is a high level of corruption risks
in a higher educational institution, as well as the causes and conditions for committing
corruption offenses;
·
participates
in anti-corruption research, inspections, analyzes and involvement of
specialists in the proposals being developed; establishes the creation of
anti-corruption educational and methodological and methodological materials,
including audio-video clips, photo booklets and brochures;
·
organizes
sociological, scientific and other surveys on the state, trends and causes of
corruption at the university and the effectiveness of anti-corruption measures;
·
in
the absence of the head of the department, the coordination of activities is
carried out by the chief specialist;
·
performs
other functional duties within its competence in accordance with the law.
