PEARLS OF HISTORY

         The history of the Tashkent Institute of Irrigation and Agricultural Mechanization is a high school full of many successes. In this regard, first of all, it is worth noting that at the beginning of the 20th century, the first higher education institution, which trains advanced specialists in irrigation and land reclamation, was established in Uzbekistan, Tashkent, the first in the Central Asian countries. Perhaps this is a vivid expression of the formation of a solid historical basis and age-old experiences in this field, which will serve as an example for neighboring countries, as well as a logical continuation of the creative work of our grandfathers in this field.

       There are many historical examples and evidences that confirm the truth of such a conclusion. Traditions in this regard, first of all, in Central Asia, where social development and agriculture have been based on irrigated agriculture for thousands of years, as in the whole Earth, are inextricably linked with the fact that the preservation of land and water is in the center of people's constant attention, and water is valued as the basis of life.

       It is known that even in Uzbekistan, which is the ancient land of our ancestors, from the earliest times until today, the fields necessary for human life have been formed and developed in connection with water. That is why our ancient ancestors first lived as nomads raising cattle on the banks of rivers such as Syrdarya, Amudarya and their tributaries such as Zarafshan, Norin, Karadarya, Chirchik, but later they became a settled people engaged in agriculture. These peoples, in turn, carried out agriculture by taking water to the fields by digging ditches and building dams, and later, they planted crops on the lands located above the water level by making ditches and building karis systems. This is how our ancestors built simple irrigation and land reclamation facilities several thousand years ago, gradually developed irrigated agriculture, created gardens, and flourished valleys.

         Our ancestors have used quantitative methods to solve water resource management issues for centuries. Ahmed al-Farghani has a special place among the thinkers in these issues, he was one of our great compatriots who left an incomparable mark on the development of world science and especially water science - hydrology. Under his leadership, the water level measuring device "Miqyosi an Nile" built on the island of Revza of the Nile River has been working intact for 1150 years in the territory of present-day Egypt and has been surprising the people of the world for thousands of years.

         Even during the time of Amir Temur and the Timurids, our great-grandfather gave great importance to irrigation and melioration, calling it the basis of agriculture. Temur built a number of irrigation works not only in his homeland Movaroynnahr, but also in Khurasan, Eroi, Caucasus and other regions. Among these, we can add the canals built by Sahibqiron in the Murghab valley, the Bodon canal in the Joynav valley near Kabul, and the Barlos irrigation systems built in the Bailakan district of the Caucasus. At that time, large irrigation facilities were created in the valleys of Samarkand, Bukhara, Kashkadarya, Marv, Tus, and Herat, and the supply of crops and population with water was much improved.

           It is known that the profound principles of our people's attitude to water have developed and become more refined in the following centuries. Uzbek plumbers and engineers, who have long been known for their ability to build the most unique and complex hydrotechnical structures with high quality, continued the traditions of their ancestors and actively participated in the construction of large water management facilities in countries such as the Syrian Arab Republic, the Democratic Republic of Afghanistan, the People's Republic of Angola, and the Republic of Vietnam in the 20th century.

         So, since ancient times, irrigated agriculture has developed in Central Asia, especially in the territory of present-day Uzbekistan, and based on the construction of water structures, a rich and interesting profession of irrigation technicians has appeared. In the history of irrigation of Uzbekistan, ancient hydrotechnical structures occupy a special place, they are material and cultural structures created by our ancestors, which have been preserved to this day, and the fact that they have been preserved to this day is a clear confirmation of this.

          The main goal of the predecessors of the educational environment of the beginning of the 20th century, who formed the Tashkent Institute of Irrigation and Agricultural Mechanization, was to liberate the society from the evils of the Middle Ages, cultural backwardness and colonial oppression, superstition, and lead the people to the path of modern development.

              In turn, all this indicates that on September 7, 1920, the decision to establish the Turkestan State University (TSU) was made in Tashkent. Among the 8 faculties of TSU, which was considered a large higher educational institution in accordance with the conditions and requirements of that time, the agricultural and technical faculties operated, and it was undoubtedly important for the formation of TIIAME a little later.

 

FIRST DEVELOPMENT PERIOD

(1934-1991 YEARS)

From the first years of the institute's existence until the beginning of the 1990s, Uzbekistan was part of the former union, and this, of course, left a certain mark not only on our republic, but also on the life and activities of the institute.

 It took a certain period of time for the formation of TIKXMMI on the basis of the agricultural and technical faculties of the Turkestan State University, which was established on September 7, 1920 in Tashkent. In this complex organizational process, it took several years to create a higher education institution capable of training qualified specialists in the fields of irrigation, agricultural mechanization and land reclamation.

At the beginning of 1923, the technical faculty of the university was transformed into the faculty of reclamation engineers. The first specialists were trained in the 1923-24 academic year. 24 people graduated from the Faculty of Agriculture, 16 people graduated from the field of reclamation engineering.

In 1930, the mechanical engineering department of the Faculty of Agriculture of the State University of Central Asia was reorganized and the Faculty of Agricultural Mechanization was formed under the Institute of Agriculture. From April 1931, the Faculty of Water Management of the Central Asian Polytechnic Institute was separated and Central Asia became the Institute of Water Management Engineers.

On September 17, 1934, a decision was made to establish the Central Asian Institute of Irrigation and Agricultural Mechanization Engineers. This institute was formed as a result of the merger of the Central Asian Institute of Irrigation Engineering and the Central Asian Institute of Agricultural Mechanization. The organization of A.M.Alibekov (1934-1938), N.A.Stepanov (1938-1940), H.K.Komilov (1940-1942), among the rectors of that time, played an important role in the formation of scientific, technical, educational and other directions at the institute.

It should be noted that along with these leaders, the famous soil scientist A.I. Dimo, professor V.D. Jurin, Ye.P.Zalessky, F.P.Morgunenkov, V.F.Bulaevsky, the first female irrigator, associate professor T.A. Kolpakova, academician Kari Niyozi, N.S. Khurustalev , D.S. Topornin, N.I. Lebedensky, K.F. Juval, G.M. Svarichevsky, M.Ya. Gromov, B.Kh. Shlegel, L.I. Ivanov and a number of other scientists were of great service.

The period of the Second World War, when Uzbekistan, which was part of the former union, also experienced many losses, was a testing year for the institute and its team. Since the beginning of the war, the professors and teachers of the institute began their pedagogical and scientific activities, and the students, along with their studies, actively participated in defense organizations, large-scale construction facilities of the national economy, collective farm production, and the training of managers for irrigation construction. Its rectors were: N.A. Stepanov (1938-1940) and H.K. Komilov (1940-1942) to clearly organize its activities before and after the war. V.V. Vinokur (1942-1943), I.I. Gribanov (1943-1946) spent a lot of energy.

The end of the Second World War created an opportunity to enter the arms of peaceful labor of our people. During this period, work was carried out tirelessly to bring the production of raw cotton in Uzbekistan to the pre-war level. At the request of the national economy, two new faculties were opened in 1946 at TIQXMMI: the mechanization of hydromelioration works and the hydropower faculties.

In the 50s and 60s of the last century, not only the institute, but also the whole of Uzbekistan, during this period, when irrigation, agriculture and water management were important, wide scientific circles related to the problems of development of Mirzachol attracted the attention of reclamation scientists, and large-scale work was carried out in this regard. During these years, the development and improvement of correspondence education faculty continued. This faculty was established in 1964. The number of students receiving education without separation from production increased from 506 people (1960) to 3560 people (1966).

In the 60s, the training of specialists for foreign countries was significantly expanded. Citizens from many countries of Asia, Africa and Latin America began to study in various faculties of the institute. In 1961, the institute started training candidates of sciences for foreign countries. Since 1963, international seminars for UN scholars on agricultural mechanization and land reclamation problems have been held annually at the institute. Experts from Romania, Egypt, Iran, India, Pakistan, Ethiopia, Greece and other countries participated in these conferences.

1970-1980 was a period of further development and strengthening for the institute. The construction of new educational-laboratory and dormitory buildings has started, large-scale construction of production water management, residential and educational facilities has begun in the educational-experimental farm. By 1970, a total of 11,500 agricultural and water engineering engineers were trained by the institute. In addition, during the eighth five-year period, 1,600 specialists were retrained at the faculty of professional development.

In 1967, the academician of UzFA, the head of the higher mathematics department of the institute, T. Kori-Niyozi, was awarded the title of Union Hero of Labor, and in 1970, 137 pedagogues and employees of the institute were awarded the medal "For Selfless Work". To Associate Professor A. Askarov, Head of the Department of Higher Geodesy and Aerial Photogeodesy, Professor M. Maslov, Head of the Department of Agricultural Machinery, Associate Professor V. Lazunov, Distinguished Scientist of Uzbekistan, Head of the Department of Political Economy, Professor G. Rizaev, Distinguished Scientist of Uzbekistan, T. Startsev, Associate Professor of the Department of Organization of Agricultural Enterprises and Economics, was awarded the title of "Honored Economist of Uzbekistan". Professor P. Tatur, associate professors N. Inoyatov and R. Karimov, worker of the educational and experimental economy R. Ibraeva were awarded with the "Sign of Honor" order, associate professor D. Mavlonova with the medal "For Selfless Work".

During this period, work on improving the structure of the institute, improving the quality of training of future engineers for agriculture and water management continued on a large scale. By the beginning of the 70s, the development of TIIIMSX continued, its transformation into a major center for training engineers for agriculture and water management. The quality structure of the institute's pedagogues has been continuously growing and improving. It grew from 798 people in 1978 to 894 people in 198, including 23 professors, 346 candidates of science and associate professors.

By this time, the institute has become a large center for training highly qualified specialists for agriculture and water management. Most of the departments and laboratories were equipped with technical equipment. The professor-teacher staff of the institute, together with public organizations, have consistently worked to improve the quality of students. This made it possible to increase the number of rural youth representatives from 1487 in 1980 to 1565 in 1983, from 189 to 443 people with work experience in production, from 229 to 802 people on referrals from collective farms, state farms, construction and industrial enterprises.

In 1983, 15,500 students studied in its 14 faculties, including branches, including 8,600 students in full-time education. 480 of them were citizens of 37 countries of Asia, Africa and Latin America.

In 1987, they planned to establish a lyceum under the 142nd secondary school in Tashkent with the pedagogues of TIIAME. Talented and intelligent students were selected and the lyceum started. TIIAME teachers taught at the lyceum. This made it possible to further improve the quality of education of those entering the institute.

In these years, vice-rectors F. Rakhimboev, Sh. Yuldashev, U. Nigmadjonov, M. Muradov, M. Irkabaev, faculty deans S. Mirzaev, S. Khodjaev, S. Mukhamedjanov, L. Antonova, E. Fayziboev, A. Abdurazokov, T. Ibragimov, Sh. Pulatov, B. Fayzullaev, L. Belyavsky, S. Abdullaev, V. Baydinger, B. Usmanov, I. Shikhvalova made a significant contribution. During the 1980s and 1990s, organizations of the institute headed by Sh.Mirziyoev, Kh.Khairullaev, and Yu.Osadchiy conducted fruitful work and achieved effective results. With their activities, they served to improve the methods and forms of organizing the educational process.

By the beginning of 1990, 544 professors and scientific workers were working in 50 departments of the institute. Among them, 40 were doctors of science and professors, 376 were candidates of science and associate professors, 4 were holders of the honorary titles of "Honored Science and Technology Workers of Uzbekistan", 20 were holders of the honorary titles of irrigator, mechanizer, land developer, public education and culture worker.

PERIOD OF INDEPENDENCE AND DEVELOPMENT

(1991-2017 YEARS)

                Due to the development of our country as an independent state in 1991, deep socio-economic, political, spiritual and educational changes have taken place in the life of the republic. Such significant changes and updates became the basis for a sharp turn in the life of TIQXMMI and the formation of a new era. Despite some economic difficulties in the early years of the transition to the market economy, the institute achieved many positive results in the training of agricultural and water engineering specialists. A nine-story building necessary for educational activities and laboratories was built and put into operation, five dormitories with 21,400 beds, four living houses with 221 rooms, kitchens for 500 people were built.

The institute has a modern educational and scientific experience, a material resource, a total usable area of 110 thousand square meters. got buildings with luxurious educational and practical units. These experimental laboratories are equipped with equipment that can meet today's requirements. In order to improve the educational process, a modern computer system has been used. In 1991, in order to improve comprehensive, general and special training of students, the General Engineering Training Center , Irrigation and Mechanization Training and Research Centers were established. Along with the centers, the faculties of electrification and mechanization of agriculture, land structure, economic organization of water management were established.

In 1992, a special department for training farmers was established in our institute due to the great need for middle-level specialists. In the first ten years, 876 graduate students in 14 specialties studied at the graduate school. Currently, 105 graduate students, including 22 people from 8 foreign countries, have prepared here for obtaining a scientific degree. In 1993, a general education school of a new direction called "International House-Uzbekistan" was established under the Ministry of Education and Culture.

In 1994, scientists working in 50 departments of the institute conducted scientific-research works to improve the scientific and technical process in the field of agriculture and water management. 643 highly qualified pedagogues worked in these departments. There were 43 professors and 319 candidates of science-associate professors.

At that time, the vice-president of the Academy of Agricultural Sciences of Uzbekistan Sh.U.Yoldashev, academician O.U.Salimov, academician O.U.Salimov, academician of the Academy of Natural Sciences (TFA), S.I.Ibodullaev, academician of the Commonwealth of Nations academician of cosmonautics G.G.Umarov, academician of the Academy of Engineering Sciences G.Sh.Zokirov, honored figures of science and technology in Uzbekistan - professors A.A.Rachinsky, S.Sh.Mirzaev, honored figure of science and technology in Karakalpakstan. Professor F. M. Rahimboev and others were active.

In the 1993/94 academic year, 3,900 full-time and 3,600 part-time students who studied at the institute had a modern educational and scientific-experimental center that allowed them to conduct their classes at a high scientific-theoretical and methodological level. The teaching and laboratory rooms of the departments were equipped with the necessary tools, equipment, and measuring equipment. The test and information center made up of modern IT served to organize the educational process on the basis of accurate calculations. The training and production practice was carried out at the educational and experimental farm of the institute located in the Orta-Chirchik district of the Tashkent province. In this, the students studied tractor driver, mechanic-driver, builder, electrician, adjuster and other professions.

Prof., who worked as rector of the institute for different years, contributed to the high success of the higher educational institution. S.P. Polatov (1961-1978), prof. S.I. During 1991-2005, the main task of the professor-pedagogical team of the institute was to implement the Laws "On Education" (1992), "On Education" (1997) and "National Program of Personnel Training" (1997), to improve the field of education. radical reform, freeing it from the ideological views and prejudices of the past, training highly qualified and responsible personnel who meet high moral and ethical requirements at the level of developed democratic states.

During this period, the decisions of the Cabinet of Ministers in 2004 "On the establishment of the Tashkent Irrigation and Reclamation Institute" and "On the improvement of the system of training of highly qualified personnel for agriculture and water management of the Republic" in 2004 were of great importance in the further development of the institute.

At the same time, it should be noted that the decision of the Cabinet of Ministers of the Republic of Uzbekistan No. 311 of November 3, 2015 "On measures to further improve the provision of highly qualified personnel with higher education in the agriculture and water management sectors" was of great importance in the development of the institute.

By 2016, the number of bachelor's education courses in the institute reached 18 and the number of master's specialties - 15. Number of academic lyceums under the institute - 2; The total number of students is 5058 (including 845 girls), including: bachelor's degree - 4920; master's degree - 138; The number of students from other regions of the republic is 3816 (71.4%). In the last academic year, the number of graduates - 1179 bachelors and 138 masters. (including 1120 (29.8%) in the bachelor's degree under the state grant, 37 (29.1%) in the master's degree. The weight of personnel training in the fields of knowledge: education - 5 .3%; social sciences, business and law - 9.2%; engineering, processing and construction industries - 20.1%; agriculture and water management - 59.3%; services - 6.1%, science - 2% .

The institute has 5 faculties and 31 departments. Names of faculties: Hydromelioration; Hydraulic construction; Automation and mechanization of water management; Land use and land cadastre; Economics and management. The total number of professors and teachers - 368 (main staff), including women - 102 (30.0%), including: doctors of science, professors - 33 (8%); candidates of sciences, associate professors - 126 (32.7%); senior teachers - 68 (19.4%); assistant teachers - 143 (40.7%). During the academic year, 651 scientific articles (43 of them in foreign countries), 11 monographs, 5 textbooks and 34 educational manuals were published. 3 doctoral dissertations were defended.

State grants - 627,085 thousand soums, innovative projects - 81,350 thousand soums, economic contracts - 596.1 million. amounted to soum. 92% of professors and teachers participated in scientific research. 32 doctoral students studied at the doctoral program. The recommendations created by the scientists of the institute based on the results of many scientific researches were introduced into practice, production and the educational process. The teaching-laboratory bases of the departments were improved and provided with computers.

All this indicates that in 1991-2018, great importance was attached to the goal of restoring and further improving our great spirituality, improving the national education system, strengthening its national ground, and bringing it up to world standards and skills based on modern requirements.

TODAY AND CURRENT ACTIVITY

These days, when our country annually celebrates more than a quarter of a century of its independence, are extremely significant as it marks the beginning of a new stage in the life and work of the Tashkent Institute of Irrigation and Agricultural Mechanization Engineers. This stage began with the establishment of TIIAME on the basis of the Tashkent Irrigation and Reclamation Institute based on the decision of the President of the Republic of Uzbekistan dated May 24, 2017 "On measures to fundamentally improve the system of engineering and technical personnel training for the agricultural and water management sectors" Presidential Decree-3003.

 Pursuant to the decisions of the President of the Republic of Uzbekistan dated April 20, 2017 "On measures for the radical development of the higher education system" Presidential Decree-2909, May 24, 2017 Presidential Decree-3003 and July 27, 2017 Presidential Decree-3151, Tashkent irrigation and the Development Concept of the Institute of Agricultural Mechanization Engineers was developed. This Concept was approved by the Coordinating Council of higher and secondary special vocational education institutions for the training of engineering and technical personnel for the field of agriculture and water management.

In accordance with the President's decision, to provide the agricultural sector with potential, competitive personnel, to further strengthen the information bases, to conduct the educational and experimental process in fields (polygons), on farms, and in enterprises, to provide the educational process with advanced pedagogical technologies, to make the continuous education system world-class. ensuring the full coverage of computers connected to the information network and quality fulfillment of other requirements became the main tasks of the professors and employees of the institute. In this regard, the Institute's "Action Strategy Program for 2017-2021 on the five priority areas of development of our country" and a perspective development strategy until 2030 have been developed and are being implemented.

Today, the institute has formed a cohesive team consisting of a large number of professors, specialists, workers and employees. As of March 2018, in 549.25 full-time units of the institute, a total of 484 full-time professors (including 40 doctors of science, 171 candidates of science), 144 part-time professors (including 21 doctors of science, 38 candidates of science) candidates) are operating. The scientific potential is 43.6% of the main state, 44.0% with the deputies.

EDUCATIONAL WORK

The institute has 7 faculties (Hydromelioration, Hydrotechnical construction, Mechanization of hydromelioration works, Agricultural mechanization, Electrification and automation of agriculture and water management, Land use and land cadastre, Economics and management faculties), Master's department, 36 departments (sh.j. 21 of them are specialized departments), educational and methodological department, Information-resource center, Ecological geo-information systems center, Information technology center, Spirituality and enlightenment and work with talented youth department, International relations department, Monitoring and internal control department, Marketing department, there is a department for working with academic lyceums and vocational colleges and other departments.  The institute prepares personnel for 25 undergraduate courses and 23 master's courses. 6,253 students are studying in bachelor's courses, 182 in master's specialties, 6,435 students in total are studying at the institute. After studying in depth the real demands and needs of consumer organizations in relation to the development requirements of our country and personnel training, starting from the 2017-2018 academic year, 3 new undergraduate education areas such as Reclamation Hydrogeology, Technical Expertise and Marketing of Techniques and Technologies, Technical Service of Agriculture and Reclamation Techniques, and Water-Saving Irrigation technologies, hydraulics and engineering hydrology, economics and management specializations in 4 master's programs.

Young people conducting scientific research are encouraged at the institute, and their creative research is valued. Attracting researchers and students, doctoral students and talented students to engage in the scientific topics of the field, creating conditions for experimental work at production enterprises, research and design institutes for research work, and providing them with material and moral support is carried out in the established order. . 14 talented students of the institute, which participated in the competition of state scholarships and did not win, were awarded the scholarship of the Scientific Council.

TIIAME has established branches of 21 specialized departments in organizations and production enterprises under the jurisdiction of the Ministries of Agriculture and Water Management of the Republic of Uzbekistan. In these branches, senior researchers, graduate students and students have the opportunity to train and conduct research in educational and scientific laboratories.

There are good reasons to say that the scientific-pedagogical potential of the existing faculties and departments of the institute meets today's requirements. For example, according to the analysis in this regard, a total of 270 professors-teachers work in the educational process and scientific-research works in 21 specialized departments. 25 of them are doctors of science and professors, 99 are candidates of science and associate professors, 147 are senior teachers and assistants.

In particular, the average scientific potential of 21 departments producing specialists at the Institute was 46.3%. In 12 of them, the scientific potential is 50%-60%, and in 2 of them, the scientific potential is below 30%. For example, in the Department of "Geodesy and Geoinformatics", the scientific potential in the main state is 14%, that is, only 2 of the 14 professors and teachers working in the main state are candidates of science, associate professors, the rest do not have a scientific degree. In the "Accounting and Auditing" department, the scientific potential in the main staff is 27%, that is, 3 of the 11 professors and teachers working in the main staff are candidates of science, associate professors. Out of the 270 professors and teachers mentioned above, 209 have improved their qualifications in the last three years.

Today, the institute offers 491 undergraduate and graduate courses, and all of them are fully equipped with methodological manuals and instructions for self-study. 98.5% of them are provided with literature in Cyrillic alphabet, 94% in Latin alphabet, and 100% in Russian. 162 of the 188 educational auditoriums of the institute are equipped with stationary educational presentation and multimedia tools.

According to the decision of the President of the Republic of Uzbekistan dated May 24, 2017 "On measures to fundamentally improve the system of engineering and technical personnel training for the agricultural and water management sectors" PQ-3003, 3 in Tashkent region, 2 in Khorezm region, 7 in Jizzakh region and 5 vocational colleges in Namangan region and 2 Yunusabad and International House academic lyceums are attached.

 In the institute, training activities have also been effectively launched. In particular, 534 of the 554 professors and teachers in the main state received training in pedagogical technology and pedagogical skills, and 542 in information and communication technologies in education. That is, 91.6% of professors and teachers have advanced training in pedagogical and information technologies. It is planned to take part in retraining and professional development courses for professors and teachers of the institute according to the annual curriculum. In particular, in the 2017-2018 academic year, 11/12 people at the Main Scientific and Methodological Center (BIMM), 63/65 people at the network center under TIIAME, 49/51 people at other higher educational institutions. 123 of 128 trainees participated in the organized retraining and advanced training courses, and 117 professors and teachers received a special qualification certificate after successfully completing the course according to the final state attestation report.

SPIRITUAL AND EDUCATIONAL AFFAIRS

An effective system of conducting spiritual and educational work has been formed in the institute. "Yagonasan, muqaddas vatan", "Students theater studios"" organized between higher education institutions on the basis of the "Program of additional measures aimed at the implementation of the state policy on youth for 2017-2018" in order to raise a physically healthy and intellectually mature generation at the institute theater studios" won the 2nd place among higher education institutions in Tashkent, while the “Cheerleaders and wits” team of the institute called "Targibot" won the 2nd place.

In order to improve spiritual-educational work in the institute, "Regulations on the organization of training work of the department of spirituality-enlightenment and work with talented young people in the institute", "Regulations on the coaching council of the institute", "Regulations on the organization of spiritual-educational works in the institute in general, group and individual form" ", "Regulation on organizing and equipping the activities of the "Spiritual Room" at the institute", "Regulation on organizing collective-cultural events with the participation of students at the institute" have been approved and work is carried out based on them.

For each academic year, it has become a tradition to form a program of works performed in the spiritual and educational sphere of the institute, in which the Spirituality and Enlightenment Department of the institute, the dean and deputy deans, the chair of humanities and all the heads of the department, members of the department, including teachers and mentors it is intended to perform classified tasks.

Every academic year, spiritual-educational educational work at the institute is reviewed in the Scientific Council and at the meetings of the rector's office, in addition, reports on the educational, educational, scientific and scientific-methodical work of the faculties and the master's department are reviewed in the Scientific Council, and special emphasis is placed on the effective conduct of spiritual-educational work.

Including, among other things, the state of work being carried out in academic groups within the framework of the "Master-disciple" system among male and female students, aimed at the prevention of crime and drug addiction, will be discussed and relevant decisions will be made. Military-patriotic events are especially important in this regard.

In order to provide high-quality content of the "Information Hours" held every week, the reforms implemented in our country, their positive impact on the lifestyle of our people, and various spiritual and political information are systematically prepared for all academic group coaches.

Festive tables are prepared for elderly people working in the institute and war veterans living in the surrounding neighborhoods. In cooperation with the administration of the institute and the trade union of the institute, our national holidays, including "March 8 - International Women's Day", "Navroz", "May 9 - Day of Remembrance and Appreciation", "Independence Day" and New Year's events are celebrated in a cheerful spirit. In the student residences, students celebrate Navruz in a high mood with various sports games, sumalak and holiday pilaf are prepared in large pots.

Today, special attention is being paid to the improvement of the use of modern information technologies in new projects and methods implemented in the institute to bring the effectiveness of spiritual-educational work to a new level, to increase the quality of promotional work conducted among students, and to raise the spiritual-educational worldview of young people.

In this regard, it can be said that the organization of the "Spiritual Lesson" for all employees and students of the institute, which began in the first month of the 2017-2018 academic year and is held every Monday, is a timely matter. In these trainings conducted by famous scientists, famous artists, experts in the field of spirituality and enlightenment of our republic, special attention is paid to topical issues related to raising a competent generation and training competitive personnel with deep knowledge and high intellectual potential, necessary for the development of our country.

 

SCIENTIFIC AUTHORITY OF THE INSTITUTE

The scientific potential of the institute is great, 48 professors and professors working in the educational process, 181 candidates of science and associate professors, and the rest are senior teachers and assistants.

The institute has formed an effective system of scientific and research work on state scientific and technical programs, economic contracts, license agreements, international grants. In the research plan of the Institute, there are 2 fundamental, 23 applied, 1 applied young scientists, 3 innovation state grants based on the State grants provided by the Scientific Production Center of Uzbekistan of the Science and Technology Development Coordinating Committee of the Republic of Uzbekistan, 14 Economic contracts concluded with the Ministry of Agriculture and Water Management of the Republic of Uzbekistan and other organizations, as well as scientific research works on 93 topics based on 50 State budgets were completed. In 2017, 51 scientific research works were completed with final reports, 42 with interim reports.

The Institute adopted the "Highly Qualified Scientific and Scientific - Pedagogical Personnel Training Program" and started monitoring work on the creation of personal work plans of young scientists engaged in scientific research, completion of dissertations, and submission of qualification exams. Today, 32 doctoral students are studying at the doctoral department of the institute, of which 13 are in the first stage, 9 are in the second stage, 10 are in the third stage, 27 are doctoral students in the form of basic doctoral students, and 5 are in doctoral studies (DS). A total of 134 independent researchers are working at the institute, of which 27 are studying at basic doctoral studies, and 5 are studying at doctoral studies.

According to the results of the scientific research of doctoral students, independent researchers, 1 doctoral theses were defended in 2014, 3 doctoral theses in 2015, 4 PhD theses (in European universities), 3 doctoral theses in 2016, 3 doctoral theses and 2 PhD theses in 2017. Dissertation works of young teachers for obtaining 2 doctorates, 2 doctor of philosophy (PhD) degrees were accepted for protection.

Also, based on the existing scientific powers of the institute, 3 by the Higher Attestation Commission of the Republic of Uzbekistan:

- DSc.27.06.2017.T.10.02 academic council under TIIAME (technical sciences in 4 specialties);

- DSc.27.06.2017.T.10.01 academic council under TIIAME (technical sciences in 2 specializations);

- DSc.27.06.2017.I.10.03 scientific council (economic sciences in 2 specializations) under TIIAME and TSAU was established, permission was obtained to defend the dissertations completed for obtaining scientific degrees, and the speedy and transparent work of each Scientific Council was established .

 The scientific works carried out at the institute are mainly devoted to the problems of agriculture and water management in the Republic of Uzbekistan and ways to solve them. Based on the results of scientific works, 51 monographs, 523 republican and 333 foreign scientific articles, more than 500 republican and more than 200 foreign theses were published in the institute in the last three years. Also, 53 patents and copyright certificates were obtained.

The institute has a number of scientific laboratories and they are working efficiently. In particular, the departments of "Irrigation and melioration", "Hydraulics and hydroinformatics", "Hydrology and hydrogeology", "Use of hydromelioration systems" and "Ecology and water resources management" of the Faculty of Hydromelioration; "Construction of hydraulic structures" and "Using water energy and pumping stations" departments of the Faculty of Hydrotechnical Construction; "Agricultural machines" department of the Faculty of Agricultural Mechanization; "Mechanization of Hydromelioration Works" department of the Faculty of Hydromelioration Works; Educational-scientific laboratories of the Department of "Electricity supply and renewable energy sources" of the Faculty of Agricultural Automation and Electrification operate.

The works published by the professors and teachers of the institute have a citation level in Web of Science, Scopus, Google Scholar systems and subscription to international journals. For example, in 2017, professors and teachers of the institute published 24 monographs, 16 textbooks, 48 training manuals, 26 recommendations, and received 39 documents on the implementation of the results. The number of published scientific articles is 1189, of which 153 are in foreign scientific journals, 392 are in international conference collections, 217 are in republican scientific journals, and 427 are in republican and higher education scientific conference collections. The number of citations of professors and teachers of the institute in the Google Scholar system is 2175.

STUDY ABROAD EXPERIENCE AND INTERNATIONAL RELATIONS

Study abroad experience and international relations are effectively established at TIIAME. In this regard, cooperation with many organizations is carried out. For example, in order to create a system of using the EBSCO international scientific database, professors and masters engaged in scientific activities can use the IP address of the branch: search.ebscohost.com.

In order to create a system for using the Web of Science database, the static IP address of the institute was registered from the main server, and access was organized through this IP address. The Aborot-resource center has all the conditions for accessing the Web of Science international scientific database, working with download data, obtaining or downloading the necessary information, such conditions are created for the benefit of professors, teachers, and scientific researchers.

Short- and long-term internships and business trips of professors and doctoral students to foreign universities are organized. Professors and teachers of the institute hold classes (lectures, seminars and practical training) in foreign higher education institutions.

The institute has a system of effective communication with the study of foreign languages and foreign experience, similar higher education institutions of developed countries, large scientific research centers. In this regard, it is worth noting that according to the decision of the President of the Republic of Uzbekistan No. 1875 of December 10, 2012 "On measures to further improve the system of foreign language learning", the Institute's No. 410 of July 12, 2013, No. 660 of December 17, 2013, According to the orders No. 481 of December 20, 2014, No. 483 of December 25, 2015 and No. 483 of December 25, 2016, a multi-level foreign language course has been organized for professors and teachers throughout the year.

 In 2017, within the framework of the European Union Erasmus+ program, the institute had 5: International Credit Mobility, Humboldt University, Germany (2017-2022), International Credit Mobility, Lund University, Sweden (2017-2019), DSinGIS: Doctoral Education in Geoinformatics (2017-2019) 2020), International Credit Mobility, University of Salzburg, Austria (2017-2021), International Credit Mobility, University of Weinstephan-Triesdorf (2017-2021), Federal Ministry of Education and Science (BMBF) 1 BioWat: Adaptation to climate change in resource management in saline and dry irrigated lands in Central Asia (2017-2019), as well as 1 international project: "Mevlana" exchange of students and professors in cooperation with Turkey's Karabuk University.

Currently, 172 professors and teachers are studying in 12 groups of English language courses after school. In the institute, every Friday of the week is declared as "Communication Day in English". It is on this day of every week that all pedagogues-employees and managers communicate in English during their work.

In the academic year 2017-2018, from the universities included in the top 300 of the world due to TIIAME and Erasmus+ educational projects of the European Union, Vietsma Yeva (Netherlands) from "Project Management", Dagmar Balla (Germany) from "Water-saving irrigation technologies", Sebastian Maasenlar (Germany) from "Water from the science of perfect use of natural resources and their protection, Sinta Bertakci Uvo (Sweden) from the science of water resources management and climate change, Bella Markus (Hungary) from the science of geodesy and geoinformatics, Chen Xi (People's Republic of China) from the science of economics of nature use, Mohammad Bualhamam (United Arab Emirates) from Geoinformatics and Photogrammetry, Fokhar Khalid (Great Britain) from Cartography, Milan Hormuz (Sweden) from Laser Scanning, and Christoph Traun (Austria) from GIS technologies conducted training in English.

The institute has achieved positive results within the framework of international cooperation. In 2017, a total of 32 contracts, agreements and memoranda were signed with foreign partner higher education institutions, Innovation Technology Center, organizations and institutions.

In 2015-2017, on the basis of international grants, 11 young teachers were sent for doctoral studies, 26 master's and bachelor's students were sent to study at European universities, and 121 professors and teachers received internships and advanced training at foreign universities. Within the framework of the Erasmus Mundus program, in 2010-2017, the institute received 69 educational grants in the SASIA I, SASIA II and SASIA III projects. In 2017, a total of 7 highly qualified foreign scientists, teachers and specialists were involved in the educational processes of the institute and the center for retraining and improving their qualifications. On August 24, 2017, a memorandum on mutual cooperation was signed between the Tashkent Institute of Irrigation and Agricultural Mechanization Engineers (TIQXMMI) and the Central Asian Regional Ecological Center (CAREC). Within the framework of the memorandum, the initial stage of cooperation - a single "Center of Expertise and Scientific Research" was established.
