The Regulation on Master's degree has been approved

The Government’s Resolution No. 500 of September 17, 2026, “On Measures to Improve and Increase the Effectiveness of Training Specialists at the Master’s Degree Level in the Higher Education System of the Republic of Uzbekistan” approved the Regulation on Master’s Degree Education.
🔰 Starting from the 2026/2027 academic year, master’s degree training in higher education institutions will be carried out in a specific specialization based on the relevant bachelor’s degree and will include theoretical knowledge, fundamental and applied research (scientific and creative) activities, as well as research work and practical training (internships) at enterprises and organizations corresponding to the specialization.
➡️ According to the Regulation:
▪️ At the master’s level, specialists will be trained for a period of at least 1 year under a practice-oriented program and at least 2 years under a research and pedagogical program;
▪️ The educational process will be organized in accordance with the curricula and educational programs of the relevant master’s specialization in full-time, evening, or distance-learning formats;
▪️ For a master’s thesis, a supervisor’s conclusion and a certificate confirming the absence of plagiarism must be submitted, and the thesis will also undergo a “Blind Expert Review”;
▪️ Graduates of practice-oriented master’s programs, depending on the specifics of their specialization, will prepare and defend a project, engineering/design project, startup project, innovation proposal, practical creative work, or another relevant type of work;
▪️ Graduates of research and pedagogical master’s programs will prepare and defend a master’s thesis;
▪️ The topic of the master’s thesis, its brief abstract, and the defense date will be published on the website of the higher education institution.
📌 In addition:
➖ The educational process at the master’s level will be organized in accordance with the qualification requirements, curricula, and educational programs for a specific master’s specialization, developed on the basis of the relevant bachelor’s degree, with the participation of employers and in accordance with professional standards;
➖ Targeted training of master’s students will be carried out based on the requirements of employer organizations;
➖ Depending on the nature of the research work, the defense of master’s theses may be organized at the higher education institution, the Academy of Sciences, or relevant sectoral research institutions or production enterprises and organizations;
➖ By mutual agreement between higher education institutions, master’s theses may be prepared jointly by two students on the basis of interdisciplinary collaboration.
🔰 In accordance with the Resolution, starting from the 2026/2027 academic year, the duration of master’s degree training will be determined, depending on the specifics of the specialization, as at least 1 year for practice-oriented programs and at least 2 years for research and pedagogical programs.
In this regard:
✔️ The educational process will be organized with a focus on practice-oriented and research-pedagogical programs;
✔️ Training of master’s students under practice-oriented programs will be carried out through theoretical instruction based on joint lectures for general courses, as well as practical training conducted at organizations corresponding to the specialization;
✔️ Training of master’s students under research and pedagogical programs will be organized through theoretical instruction based on joint lectures for general courses, as well as fundamental and applied research activities (scientific and creative work);
✔️ Starting from the 2026/2027 academic year, master’s students who publish articles in journals indexed in the Scopus and Web of Science databases during their studies may be rewarded in accordance with the established procedure.
