The country will develop a network of small and micro hydropower plants

A Presidential Resolution “On Further Measures to Develop a Network of Small and Micro Hydropower Plants in the Country” (PD-298, dated August 19, 2026) has been adopted.
According to the resolution, by February 1, 2027, a digital platform will be developed to coordinate and monitor the processes of identifying, implementing, and operating promising small and micro hydropower plant projects.
It has been established that environmental and social requirements must be taken into account when designing, constructing, and operating small and micro HPPs.
In order to identify project initiators for the construction of small and micro HPPs with a capacity of up to 5 MW, a procedure will be introduced whereby electronic auctions held on the “E-auction” electronic trading platform, commissioned by the Ministry of Energy, will set both a starting price and a minimum price for the tariff at which the electricity generated will be purchased.
The prices will be set as follows, relative to the tariff established for Group II consumers:
🔹 For micro HPPs with a capacity of up to 500 kW — a starting price of 150% and a minimum price of 50%;
🔹 For small HPPs with a capacity of 500 kW to 2 MW — a starting price of 120% and a minimum price of 40%;
🔹 For small HPPs with a capacity of 2 MW to 5 MW — a starting price of 100% and a minimum price of 30%.
Starting from the 2026/2027 academic year, higher education institutions will introduce training of highly qualified specialists in small-scale green energy sectors, including small hydropower, based on the dual education system.
