From March 31 to April 3, 2026 the third annual meeting of the CAREC Working Group on Green Skills Development took place in the city of Istanbul, Turkey, within the framework of the Central Asia Regional Economic Cooperation (CAREC) Program.
The meeting was attended by representatives from the higher education ministries and agricultural universities of nine CAREC member countries: Uzbekistan, Azerbaijan, Georgia, Kazakhstan, the Kyrgyz Republic, Mongolia, Pakistan, Tajikistan, and Turkmenistan.

From Uzbekistan, the participants included Advisor to the Minister of Higher Education, Science and Innovation I. Nematov, Head of Department of the Vocational Education Agency under the Ministry F. Azimov, Vice-Rector for Research and Innovation of our University Sh. Shokirov, and Director of the Network Center for Retraining and Advanced Training of Pedagogical Staff under our University A. Suvanov.
During the meeting, discussions focused on the transition to a green economy and the challenges faced across multiple sectors, including agriculture, energy, transport, construction, and industry. The transition to a green economy requires joint efforts by countries in the region to create a favorable environment, access green financing, and develop sustainable technologies.
Taking into account these pressing global challenges, the Asian Development Bank’s technical assistance project, “Enhancing Green Skills Development within the CAREC Program,” is focused on education in green skills, aiming to build capacity and develop competencies among professionals in the field.
Our University is participating in projects to establish a Regional Green Skills Center and to develop an academic course (module) titled “Green Inclusive Transformation for Sustainable Development.” The main goal of this module is to equip master students in environmental science, ecology, and agriculture with essential social competencies needed to transform their technical knowledge into effective and sustainable development outcomes within the CAREC region. In addition to explaining what green solutions are (from a technical perspective), the module emphasizes how they can be implemented in an inclusive manner.
