A Promising specialist Is a step toward progress

There once was a slogan: “Personnel decide everything.” These words remain relevant today. The demands of our time require today’s professionals to possess broad knowledge, a modern worldview, and a drive to keep pace with change.
On May 5, 2025 President Shavkat Mirziyoyev reviewed proposals for the targeted training of promising specialists and support for overseas education.
It is important to note that in today’s world of globalization, digitalization, and the knowledge economy, traditional approaches to education are no longer sufficient. New strategies aim to ensure a balanced development of knowledge and skills.
A competency-based approach is key. This method focuses not only on theoretical knowledge but also on practical, social, digital, and communication skills.
Learning is guided by the principle: “I know – I want to know – I have learned.” The connection between education and the labor market is central to this approach. Higher education institutions and vocational centers collaborate with industrial enterprises. Thanks to well-coordinated training programs, graduates enter the labor market well-prepared.
Integrated knowledge is delivered through innovative teaching technologies, including the implementation of distance and hybrid learning systems. Young professionals will grow under the mentorship of experienced experts—a practice that supports not only academic but also personal development.
Education is open to all and based on equal opportunity.
Students actively learn through interaction, teamwork, and interdisciplinary methods.
These key elements are directly tied to the mission of preparing promising specialists.
In our country, special attention is given to personnel development in every industry. Youth education and professional development are actively supported by the state.
For example, through the El-Yurt Umidi Foundation, 2,225 scholarship holders have been sent to 45 countries, with 1.5 trillion Uzbek soums allocated from the state budget. As of now, more than 1,400 graduates have returned to Uzbekistan and are working in sectors such as the economy, education, science, medicine, and public administration. Currently, 748 scholarship recipients are studying at prestigious universities ranked among the top 300 in the world.
To expand these efforts, a reorganization is planned: the El-Yurt Umidi Foundation and the Academy of Public Administration will be transformed into the El-Yurt Umidi Foundation for Training Promising Personnel under the President of the Republic of Uzbekistan and the Academy of Public Policy and Administration under the President. In cooperation with the Agency for Civil Service Development, they will form a unified cluster for personnel training.
During the meeting, the president reviewed a presentation and took note of the following:
In addition to bachelor's, master’s, and doctoral programs, civil servants will be sent for targeted internships of up to six months. Priority will be given to key sectors such as energy, urban development, transport, architecture, geodesy, land management, technical and engineering sciences, public administration, and other relevant social fields.
