On the Efficiency of Water Resource Usage

According to the Decree N. 5 of the President of the Republic of Uzbekistan, dated January 5, 2024, "On Improving the System of Water Resource Management in the Lower Reaches and Measures to Increase the Efficiency of Water Use," new rules for payment for water supply to agricultural producers and organizing and financing water supply services will be implemented starting from 2024. Payments for water supply services to agricultural producers will become a part of the tax for using water resources. 40% of the tax revenues will be directed towards financing the newly established water supply services.
Starting from 2025, agricultural producers, who implement water-saving irrigation technologies and use water metering devices will benefit from a coefficient reducing the water tax base by 0.5. Consumers who use water meters or water-saving technologies will receive a 0.7 reduction coefficient. For fishery water use, when the water volume is determined based on water metering devices, a 0.7 reduction coefficient will be applied to the water tax rate. If agricultural producers fail to use water meters or water-saving technologies, or unjustifiably refuse to account for water use, a coefficient increasing the water tax rate by 1.5 will be applied.
