A Presidential Decree “On Measures to Improve the System of Training Specialists through Dual Education in Higher Education” (No. PD–209, dated 29 September 2026) has been adopted.

🔰 According to the Decree, starting from the 2027/2028 academic year, a system for training specialists through dual education at higher education institutions (HEIs) will be introduced based on orders from employer enterprises and subject to the graduate’s subsequent employment by the respective enterprise.

Under the new system:

🔹 The bachelor’s degree programmes and admission quotas for which students will be admitted to dual education programmes will be determined by the HEI in coordination with the Ministry of Higher Education, Science and Innovation.

🔹 Admission to dual education programmes will be carried out annually, by 1 October, on a fee-paying contract basis in accordance with orders placed by employer enterprises.

📝 Dual education will be organized on the basis of an agreement concluded between the HEI, the enterprise, and the student.

💰 The enterprise will be responsible for paying the student a monthly salary not lower than the minimum amount of remuneration throughout the period of study.

👨‍🎓 The student will be required to work for the respective enterprise for at least two years after graduation.

❗️Social scholarships will be provided to certain students enrolled in dual education programmes.

🔰 According to the Decree, students enrolled in dual education programmes who are included in the Social Register will receive social scholarships.

🏗 Students studying in dual education programmes in the fields of engineering, manufacturing and processing, architecture and construction, and agriculture will have the opportunity, starting from their second year of study, to continue their education within the state-funded grant quota.

👨‍💼 The period during which a student studies under a dual education programme will be counted towards their total employment record.

📅 Starting from 1 January 2027, special training courses will be organized for enterprises that express an interest in training specialists through dual education. These courses will prepare mentors who will be assigned to students.

📜 Starting from the end of the 2027/2028 academic year, a performance ranking of HEIs and partner enterprises participating in dual education programmes will be introduced.

🏆 The top three HEIs and enterprises demonstrating the highest performance will receive financial incentives of UZS 1 billion, UZS 2 billion, and UZS 3 billion, respectively, according to their ranking positions.

❗️Active Participation of Enterprises in Dual Education to Be Supported

The active participation of enterprises in the training of specialists through dual education will be supported.

📅 Starting from 1 January 2027, enterprises will receive reimbursement in the form of a subsidy equivalent to 50% of the salary costs paid for each student enrolled in dual education programmes in the following fields:

🔹 Engineering;

🔹 Manufacturing and processing;

🔹 Architecture and construction;

🔹 Agriculture.

🏆 Enterprises will receive additional points on the “Business Entity Sustainability Rating” platform in proportion to the number of students they admit to dual education programmes.

💰 Equipment, machinery, and laboratory equipment imported by enterprises for establishing practical training facilities for dual education on the territory of HEIs will be subject to a 1% customs duty rate until 1 January 2030.

📊 Enterprises will be granted the right to apply accelerated depreciation over a three-year period to educational equipment and machinery purchased for practical training under dual education programmes.
