    About the transfer, restoration and expulsion of students

 

   In higher educational institutions, the transfer of students, restoration and expulsion is carried out in accordance with the Decree of the Cabinet of Ministers of the Republic of Uzbekistan N.393 dated June 20, 2017 "Regulations on the procedure for the transfer, restoration and expulsion of students of higher educational institutions"

1. This Regulation on the procedure for the transfer, reinstatement and expulsion of students of higher educational institutions" was developed in accordance with the Law "On Education", the "National Program for Personnel Training".

2. This Regulation does not apply to military higher educational institutions.

3. The transfer of students and restoration to study for the corresponding course (semester) is usually carried out during the summer vacation period, before the start of studies.

4. Expulsion from the composition of students is carried out under the conditions determined by this Regulation and is formalized by order of the rector of a higher educational institution.

5. Transfer of students or reinstatement to study the following:

higher educational institutions;

higher educational institutions subordinate to ministries and departments;

    It is carried out on the basis of the order of the Interdepartmental Commission for the Transfer of Students and Restoration to Study (hereinafter referred to as the Interdepartmental Commission) under the State Commission for Admission to Higher Educational Institutions of the Republic of Uzbekistan.

  The Interdepartmental Commission is created by the State Commission for Admission to Higher Educational Institutions of the Republic of Uzbekistan (hereinafter referred to as the State Commission). It consists of representatives of ministries and departments of subordinate higher  educational institutions.

  The Chairman of the Interdepartmental Commission and the Executive Secretary are appointed by order of the State Commission.

6. Transfer of students or reinstatement to study in the relevant or related areas (specialties) of a higher educational institution is carried out on the basis of an order of the rector of this higher educational institution.

7. In other cases, the transfer and restoration of students is carried out on the basis of an order of the ministry (department) under which the higher educational institution hosting the student is:

in relevant or related areas (specialties) of a higher educational institution affiliated with one ministry (department);

transfer of students or restoration to study in the relevant or related areas (specialties) from one higher educational institution to a higher educational institution subordinate to another ministry (department).

8. In other cases, the transfer of students and reinstatement to study is carried out on the basis of the order of the Interdepartmental Commission:

from foreign, having accreditation of higher educational institutions to higher educational institutions of the Republic of Uzbekistan;

from one higher educational institution or higher educational institutions under one ministry, as well as higher educational institutions subordinate to different ministries (departments) to inappropriate and unrelated areas.

9. The list of related areas (specialties) of higher education is determined by the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan (hereinafter referred to as the Ministry of Higher and Secondary Specialized Education) and approved by the State Commission.

10. Students' applications for transfer or reinstatement to study are drawn up as follows:

cases, according to paragraph - 6 of this Regulation - to the selection committee of a higher educational institution;

cases, in accordance with paragraphs -7 and -8 of this Regulation - to the regional working group determined by the Ministry of Higher and Secondary Specialized Education

Summarizing the adopted documents, the regional working group presents:

cases, in accordance with paragraph -7 of this Regulation - to the ministry and department of the subordinate higher educational institution;

cases, according to paragraph - 8 of this Regulation - to the Ministry of Higher and Secondary Specialized Education.

Generalized information on the applications of students admitted to the admission committees of higher educational institutions, as well as to the regional working group on the transfer of students and reinstatement to study, is submitted to the Ministry of Higher and Secondary Specialized Education in a certain order.

11. The Ministry of Higher and Secondary Specialized Education, having processed students' applications for transfer and reinstatement to study, in the manner specified by these Regulations, submits to the Interdepartmental Commission for a decision.

12. Transfer and reinstatement of students from non-state higher educational institutions that do not have a license, operating in the territory of the Republic of Uzbekistan, branches of foreign higher educational institutions (Centers, departments, advisory points, etc.) to higher educational institutions of the Republic of Uzbekistan are prohibited.

13. Transfer of students and restoration to study for the first year is prohibited (as an exception, students can be granted academic leave for health reasons).

14. Transfer in all relevant and related areas (specialties) of all forms of education for study on the basis of a state grant is possible only at the request of students studying on the basis of a state grant and if there are designated places for studying on the basis of a state grant in a given academic year in a higher educational institution. grant.

15. In all other cases, the transfer of students is carried out on a paid-contract basis.

16. A student's rating book or a certain sample academic certificate is attached to the student's application for transfer or restoration of studies.

17 The rector of a higher educational institution arranges for a student's transfer or reinstatement to study in the absence of academic debt, according to the curriculum and curricula or difference (no more than 4 subjects of general professional and special disciplines), determining the order and deadlines (no more than 2 months), determining the course of study, and also determines other requirements regarding admission to study.

18. Transfer of students and restoration to study "conditionally" - is prohibited.

19. In higher educational institutions, the process of transferring a student and restoring to study is carried out free of charge.

20. Transfer or reinstatement to study of students studying on a paid-contract basis, the procedure and conditions for drawing up a contract, including funds and terms of payment, are carried out in accordance with the procedure determined by legislative documents.
