In the periods when the specialists and personnel in the field of 'Physical Education and Sports' were not being trained due to the lack of qualified specialists, activities for teaching physical education to students, as well as promoting mass sports activities among students and youth, were undertaken. This responsibility was assigned to the personnel of the military department of the TIIAME, namely P. Karvchenko and G. Shenin. Additionally, the Department of Physical Education and Sports was established in 1948, with Ye.N. Lelyakova serving as the first head of the department from 1948 to 1949. Subsequently, the leadership of the department was taken on by A.A. Korobeynikov (1949-1952), Yu.P. Yegorov (1952-1956), V.M. Kurlyand (1956-1960), K.J. Djurayev (1961-1964), V.N. Mixaylov (1965-1968), A.A. Agzamov (1969-1972), A.A. Bozorov (1973-1980), P.I. Lыsenko (1980-1981), Assoc. B.I. Ibragimov (1982-1986), G.Z. Nurmuxamedov (1987-1988), Prof. P.I. Donchenko (1989-2010), Assoc. A.R. Xodjanov (2010-2011), Ikromov B.T. (2012-2020), and M.N. Norqobilov. In 2020, the department underwent restructuring, merging its activities with the 'Professional Education' department. In 2023, the 'Physical Education and Sports' department is being re-established, and Associate. Muhiddin Norqobilov is leading the department's activities.

Currently, the department possesses significant scientific and pedagogical expertise in providing comprehensive knowledge to students and youth both physically and intellectually. The department's professor-instructors include Associate Professors Muxiddin Norqobilov and Aziz Xodjanov, along with Assistant Professors Mansur Tursunqulov, Abbos Eshturdiyev, Paxlavon Mamatov, and Feruza Odilova, who are actively engaged in effective activities. In order to fulfill the tasks outlined in the 'Five Priority Initiatives' aimed at enhancing the spirituality of youth and organizing their leisure time meaningfully, as emphasized by our esteemed President Sh.M. Mirziyoyev, a number of activities have been implemented under the umbrella of the youth sports complex. These initiatives are directed towards creating necessary conditions to showcase and develop the physical abilities of young people in the field of sports.

The internal and external sections of the 'Physical Education and Sports' department have undergone complete capital renovations, and several sports fields have been established. Among them, in the front part of the sports complex, a modern mini-football field with artificial turf, a volleyball field, a badminton court, a 'Street Workout' area, a long jump pit, and running tracks have been constructed. Additionally, facilities such as the department's historical museum, fitness club (training rooms with instructors), and a modern closed-top swimming pool are made available. Within the sports complex, all necessary conditions are created for academically inclined and talented students to utilize their free time effectively through content-rich and systematic extracurricular activities, fostering widespread engagement in community sports activities, which is continually being developed. In the 2023-2024 academic year, competitions for the university championship were held as part of the 'Five Initiatives Olympiad' in various sports disciplines, including mini-football, volleyball, streetball, table tennis, and adaptive athletics. Teams named 'Irrigator' were formed for each sport. Active participation was observed from the term teams of 92 Higher Education Institutions located in Tashkent. In the mini-football (5x5) competition, the 'Irrigator' team achieved an outstanding first place. The current responsibilities of the department are focused on aiding the physical development and promoting a healthy lifestyle among students, as well as fostering the training of physically and intellectually healthy specialists
