A "Best Startup Idea" competition will be held

Presidential Decree No. PP-59 of February 11, 2026, "On
Measures to Implement a Comprehensive Ecosystem for Supporting Startups," has
been adopted.
• According to the decree, starting from the 2026/2027 academic
year, "Mastery and Business Hour" will be conducted in stages for students
of secondary specialized and vocational educational institutions, as well as students
of grades 9-11 of general secondary educational institutions, teaching startup ideas
at least twice a month. In this case:
• a "Best Startup Idea" competition will be held among
students, with winners receiving up to 5 million soums at the district level and
up to 10 million soums at the regional level;
• projects
will be presented quarterly to students' parents, business representatives, and
the scientific community;
• cooperation with marketplaces and sales of products
created in educational organizations are established.
From April 1, 2026, the following system for solving
problems and issues based on crowdsourcing will be implemented:
• state bodies, organizations, and enterprises with state
participation on problems and issues requiring solutions in their field:
• places an announcement on the electronic crowdsourcing
platform and organizes a competition;
• holds monthly meetings with startup initiators
("Startup Day").

A republican competition "Most Innovative Idea"
will be held.
According to the Resolution
(https://t.me/huquqiyaxborot_lotin/10672), starting from 2026, a republican
competition "Most Innovative Idea" will be held annually to identify
ideas with high potential for transformation into startup projects.
The competition is held in state higher educational
institutions, and the winners receive a grant of 100 million soums;
The republican stage will be held in 10 areas, with a prize
fund of 10 billion soums allocated from the Science Financing and Innovation
Support Fund.
Starting September 1, 2026, the "Universities - Startup
Generator" program will be implemented in higher education institutions.
In this case:
• Student accelerators will be implemented in higher
education institutions in cooperation with IT parks and venture funds;
• internships and exchange programs with prestigious
international accelerators and universities will be organized for students;
• higher education institutions are granted the right to
invest their own funds in promising startup projects of students and
researchers in the equivalent of up to $20,000 per project through incubation
centers and student accelerators;
• in student accelerators, "startup manager" and
"startup tracker" positions are provided.
