Now those who have at least a B1 level certificate can also apply for educational programs where foreign language is designated as the first subject.

  By a government decree, Clause 12 of the Regulation on the Procedure for Admission to Bachelor's Degree Studies in Higher Educational Institutions (approved by the Resolution of the Cabinet of Ministers dated September 13, 2025, No. 578) has been amended as follows:

  "12. Admission to educational programs in which a foreign language is defined as the first subject in the complex of disciplines is carried out on the basis of a national or internationally recognized certificate of foreign language proficiency of at least B1 level.

When admitting to educational programs that have a foreign language subject in the complex of disciplines:

  • - Applicants with a national or internationally recognized B1 level certificate are awarded a score of 75 percent of the maximum score in this subject;
  • - Applicants with a national or internationally recognized certificate of B2 level or higher are awarded the maximum possible score in this subject.

  That is, before the change, admission to educational programs in which a foreign language was defined as the first subject in the complex of disciplines was carried out on the basis of a national or international certificate of at least B2 level of foreign language proficiency. Now this requirement has been reduced to B1.
