There are speeches that serve not only the interests of a single nation but address the concerns, challenges, and global issues of the world and propose relevant solutions. These speeches stand out for their universal relevance.

The speech delivered by the President of the Republic of Uzbekistan, Shavkat Mirziyoyev, on September 23, 2025 at the 80th Anniversary Session of the United Nations General Assembly in New York was one such address. This speech was remarkable for its focus on urgent global matters, making it a unique contribution to a high-level forum.

It was, in essence, an invitation from the President of Uzbekistan to the nations of the world — to foster mutual understanding, open dialogue, and close partnerships.

Naturally, these calls reflect both domestic and international dimensions of Uzbekistan’s policy.

On the domestic front, the goals are to strengthen social stability, foster harmony among different social groups, ethnicities, and religions, and ensure peace and public tranquility. Successful implementation of reforms depends on these conditions. Open dialogue and close partnership build trust between the state and society, which is essential to effectively communicate reform goals and gain public support.

At the same time, transparency and accountability are vital for preventing corruption, and close cooperation among entrepreneurs, investors, and government bodies promotes economic growth, job creation, and improved living standards.

In foreign policy, the President emphasized strengthening regional cooperation, contributing to global problem-solving, and enhancing Uzbekistan's integration into the global economy. These steps are crucial for boosting exports, attracting advanced technologies, and improving citizens’ quality of life.

Reviewing the speech, it is clear that the President's calls mark the beginning of a new era in Uzbekistan's internal and foreign policies.

Mutual solidarity means uniting for a common purpose, overcoming challenges together, and sharing achievements. It encompasses not just material gains but also spiritual values — national pride, patriotism, compassion, and generosity. It also involves fostering high moral standards among the youth and ensuring social harmony, which in turn helps in combating political extremism and radicalism more effectively.

Close partnership refers to beneficial cooperation among the state, businesses, civil society, and citizens. It facilitates the attraction of foreign investment, adoption of innovative technologies, and strengthening of ties between science and industry. It also enables Uzbekistan to play an active role in regional and international political, economic, and cultural integration.

President Mirziyoyev’s appeals are not merely political slogans-they constitute a strategic concept defining Uzbekistan's new development path. The reforms carried out under this vision aim to ensure stable and consistent progress, enhance public well-being, and secure Uzbekistan's rightful place in the global community.

In his address, the President demonstrated patriotism, firm stance, and the vision of a far-sighted strategist:

“Today, we see the weakening of international institutions, increasing conflicts and wars, growing technological and social inequalities, and the deepening of economic and humanitarian crises. All of this is creating a completely new and alarming geopolitical reality,” – said the President.

Uzbekistan fully supported the “Summit of the Future” initiatives of the UN and reaffirmed its commitment to the Pact for the Future.

President Mirziyoyev also called for the reform and expansion of the UN Security Council to enable it to address modern threats and better represent the interests of developing nations.

Speaking about building a New Uzbekistan based on democratic, legal, social, and secular principles, the President emphasized:

"Our top priority is to fundamentally improve the lives of every family and every citizen in our country and to enhance human dignity and well-being.”

This speech, filled with aspirations for truth, peace, and solidarity, instilled hope in the hearts of many. The ideas and initiatives presented not only support the development of New Uzbekistan but also hold significant value for all humanity, and have received wide recognition in international circles.

The President’s proposal to host a UN Counter-Terrorism Office for the Region in Uzbekistan further proved the country’s commitment to global peace.

The country’s reforms — from reducing poverty from 35% to 6.6%, to achievements in education and healthcare, to the promotion of a green economy and industry — were acknowledged as internationally significant. The dramatic improvement in education indicators was particularly praised: pre-school coverage rose from 27% to 78%, and higher education coverage from 9% to 42%.

The President also highlighted gender equality, the role of women, and the "Youth Movement for Peace" initiative.

“The future of our world lies in the hands of the younger generation. It is our urgent duty to instill values such as peace, humanism, friendship, mutual trust, and respect into their hearts and minds,” – stated the President.

It is also noteworthy that the vision announced eight years ago at the UN — to make Central Asia a zone of peace and cooperation — is now fully realized. Closed borders and unresolved disputes are a thing of the past. In recent years, regional trade, investments, and transportation have increased fivefold — a testament to the success of the President’s reform agenda.

The President’s speech also emphasized issues directly related to our sector, including:

  • Establishing a regional hub for green technologies in cooperation with UNIDO

  • Rational use of water resources

  • Implementing green initiatives

  • Promoting demographic stability

  • Proposing a UN resolution to support regional integration in Central Asia

He also addressed climate change, noting the continued negative impact of the Aral Sea crisis, and stated:

“We are systematically working to restore the Aral Sea ecosystem. Over the past few years, salt-resistant desert plants have been planted across 2 million hectares of the dried seabed. By 2030, green cover will be created over 80% of this territory.”

On water scarcity, the President announced plans to host a Global Forum on Water Saving in Uzbekistan. The forum aims to adopt a “Roadmap” to recognize water crises as a major threat to sustainable development and promote global innovation.

He also called for a Global Pact on Climate Migration, given the absence of international legal mechanisms to address this growing issue.

President Mirziyoyev’s proposals gained international attention as practical steps toward regional and global stability, including:

  • Ensuring peace and economic cooperation in Afghanistan

  • Seeking political solutions in Gaza and Ukraine

  • Restoring the Aral ecosystem

  • Hosting a Global Forum on Water Saving

  • Calling for a Global Pact on Climate Migration

His speech clearly reflects the openness, pragmatism, and spirit of solidarity that define the policies of New Uzbekistan. The proposed initiatives represent deep analysis and mutual interests, and have become a significant international political position.

Confirming Uzbekistan’s commitment to the Sustainable Development Goals (SDGs), the President declared the goal of making the country a “higher middle-income nation” by 2030.

He also emphasized the importance of regional cooperation mechanisms like the Consultative Meetings of Central Asian Leaders.

“We can confidently say that a New Central Asia is emerging. Our region is gaining strong recognition in international relations for its unity, stability, and distinct identity,” – said the President.

Additionally, he proposed the adoption of a UN resolution supporting regional partnership and economic integration among Central Asian countries.

“We firmly support the principle of ‘Two nations – one people’ in line with UN resolutions,” – he stated from the prestigious platform.

He also announced Uzbekistan’s readiness to host a regional office of the UN Counter-Terrorism Directorate and proposed launching a global mechanism for strengthening transport connectivity for sustainable development.

In conclusion, President Shavkat Mirziyoyev’s speech at this prestigious forum was not just a political address — it was a call to action, a sincere appeal for cooperation, dialogue, and solidarity, reflecting the essence of New Uzbekistan’s development strategy.
