Speech by the President of the Republic of Uzbekistan, Shavkat Mirziyoyev, at the ceremonial event marking the establishment of the new city of Babur in Andijan Region

Dear compatriots, dear residents of Andijan!
I am very happy to meet you again in this wonderful spring season. I express my deep respect and honor to all of you.
As you know, the main goal of the reforms carried out in New Uzbekistan is to ensure the rights, interests, and dignity of the individual, of all the people, and on this basis, to increase people's satisfaction with their lives.
We can see the practical results of such large-scale and noble endeavors in all regions, villages, and settlements of our Homeland, and this, of course, delights all of us.
Real confirmation of this is also vividly visible in the beautiful and unique land of Andijan. In the region, significant work is being carried out in the areas of industry, entrepreneurship, agriculture, gardens are being built, streets and neighborhoods are being improved, and all conditions are being created for the population.
If I had the opportunity, I would visit this wonderful region more often and gladly converse with you, my dear ones. I must honestly say that meetings with such brave and noble people, whose hearts are filled with the spirit of Allah, whose hands are engaged in labor, inspire me and fill me with invaluable spiritual strength.
It can be confidently stated that in the land of Andijan, the idea of New Uzbekistan, the breath of New Uzbekistan, reaches every neighborhood, every family, inspiring our people to achieve even greater heights.
This is the greatest and most important result of the reforms that we and our entire people have been waiting for.
Dear friends!
We are proud that Andijan is one of the major modern cities of our country, Central Asia, and the jewel of the Fergana Valley.
This ancient land has raised many scholars, thinkers, poets, writers, public and state figures, representatives of culture and art.
Andijan is a sacred land where our great ancestor, the outstanding thinker, ruler, and creator Zahiriddin Muhammad Babur, was born, and this also fills us with pride.
Today in Andijan, with its vast potential, all sectors and industries are developing dynamically. To fully utilize these opportunities and further develop the region, two years ago, we decided to build New Andijan and the "Yangi Uzbekistan" park.
You are all witnesses to the tremendous work carried out in the past period for the implementation of this large-scale project. It should be noted that you are not only witnesses but also direct participants in it.
In a short period of time, alongside this wonderful city, worthy of admiration, the "Yangi Uzbekistan" park has also been created.
I sincerely congratulate you, my dear ones, and through you, our entire nation, on this great labor victory. May these grand transformations serve the entire people, primarily the hardworking and noble residents of Andijan!
From the bottom of my heart, I express my gratitude to the people of Andijan, who are continuing the creative traditions of their ancestors, demonstrating patriotism and initiative through practical deeds, as well as to all our compatriots who contributed to this noble work.
I would like to consult with you regarding an initiative I have been thinking about for a long time.
What do you think, if, in order to perpetuate the memory of Zakhiriddin Muhammad Babur, who, through his unique scientific and creative legacy, glorified our nation and our people worldwide, we name New Andijan the city of Babur?
I thank you for your support. I am confident that our people have been waiting for this with all their hearts.
Hazrat Babur is a unique, great personality, rare in world history. He undoubtedly deserves that his name adorn not only streets and squares, gardens, and parks but also an entire city.
After all, Babur Mirza was a worthy continuation of the Renaissance of the Temurids, a great personality – a patron of science, culture, art, literature, and human talent.
His struggle for the establishment of peace and justice in the state, which began in his youth, and the courage he displayed along this path, serve as an example of perseverance and patriotism.
Undoubtedly, even one of his works, the "Baburnama," written by our classical ancestor, who had encyclopedic knowledge and unique thinking, gives us the right to build such a beautiful city in his honor.
I emphasize once again that we must always remember our ancestors – the renowned sons of the Uzbek people, such as Zakhiriddin Muhammad Babur, who are known worldwide.
I am convinced that by raising the self-awareness of the younger generation, telling our children about the glorious history of our nation, developing sciences and education, and continuing the traditions of great ancestors, we will certainly build both New Uzbekistan and the Third Renaissance!

Zakhiriddin Muhammad Babur lived only 47 years. But in such a short period, he accomplished great deeds, built architectural monuments and gardens, leaving an indelible mark behind, which serves as the highest example for all of us.
In this regard, honoring the memory of Hazrat Babur, further familiarizing the people with his invaluable heritage, and promoting it worldwide, is an important duty not only for our esteemed scholars and writers but for all of us.
I am sure that the intellectuals of the region, the determined youth, and all the residents of Andijan will show even greater activity in this matter. After all, we all know how the people of Andijan preserved in their hearts and minds the memory and respect for this great ancestor during the difficult years of the totalitarian regime.
We highly appreciate the great work being carried out with direct state support by many enlighteners, such as our esteemed elder Zokirjon Mashrabov, as well as the Babur International Foundation and scientific expeditions.
In this context, it is important to pay special attention to the fact that the heritage of Babur Mirza is truly an endless ocean. Therefore, it is vital not to halt the ongoing research in the country and the region in the field of Babur studies, to pass the baton to the new generation, to the brave and determined youth, and to elevate this work to a new, higher level.
In this endeavor, I am always ready to provide comprehensive assistance.

I would not be wrong to say that the reforms being carried out in the country are in harmony with the cherished dreams and goals of our outstanding ancestors, such as Babur Mirza, their life ideals, and great accomplishments.
Today, we can rightly say that together with you, standing on this sacred land, where Babur was born, we are participants in yet another historical event, the realization of his unfulfilled hopes.
Starting today, the practical task is to transform the city of Babur into the most beautiful, the most modern city that we have all dreamed of. In this city, for the upbringing of new Baburid descendants, a large educational cluster will be built, including a specialized kindergarten and school, a university, a museum, a library, and an IT park named after our great ancestor. On the campus of the university, a sports complex that meets the highest standards will also be built.
All of us, working hand in hand, will turn the city of Babur into a center of spirituality, embodying national values, a city of education, science, and inspiration, a platform for the creative flight of youth, a center for tourism and culture not only for the Fergana Valley but for the entire country, a modern "smart city" built on "green" technologies.
The area of the city of Babur will be 4,000 hectares, and comfortable living and working conditions will be created for 500,000 people.
Just like the great city bearing the name of the great poet and thinker Alisher Navoi, this city will, figuratively speaking, become a spiritual bridge between the glorious past and the future and will take its rightful place in our new history.
At the highest point of the park, we will also erect a majestic monument to Zakhiriddin Muhammad Babur.
The city of Babur should become a kind of mirror, reflecting national culture and art, Uzbek hospitality, tolerance, and cooperation.
To achieve these noble goals, we will adopt a large program, and a separate fund will be created with an initial capital of 250 million dollars. Additional funds will be allocated to the fund annually.
The Deputy Prime Ministers, heads of relevant ministries and agencies are participating in today’s celebrations. They are entrusted with the task of starting the implementation of this large-scale project within a month.
Dear residents of Andijan!
I think it will be advisable if the stage of the modern amphitheater in this beautiful park constantly showcases the rich art of our people and the poetry of our beautiful poets.
I am confident that the concert, which will take place here with the participation of famous cultural figures and talented young performers, will mark the beginning of this good tradition.
Taking this opportunity, I would like to sincerely congratulate all the workers of the cultural and artistic spheres on their professional holiday, on behalf of our entire people and myself.
As we know, no matter where Zahiriddin Muhammad Babur was in the world, he longed for his homeland. I believe you will agree that today the dream of our great ancestor has come true, and it seems that he has returned to his homeland. I congratulate all of us on this historical event.
I wish you, and through you, all the residents of Andijan, peace and tranquility, good health, and new successes.
