DECREE ON THE CENTRAL UNION OF YOUTH OF THE REPUBLIC OF UZBEKISTAN

On the realization of primary organizations in higher educational institutions of Uzbekistan

According to the decree of President of the Republic of Uzbekistan (July 5, 2017 PF-5106 )“On the effectiveness of youth policy and support of the Union of Youth of Uzbekistan” and “Improving the activities of the Union of Youth of Uzbekistan”  Decree of the Cabinet of Ministers of the Republic of Uzbekistan of July 18, 2017 No. PQ-3138 “On the achievements of real protection of the interests of youth in higher educational institutions of Uzbekistan”, taking measures to improve the quality of education the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan and the Central Council of the Union of Youth of Uzbekistan: 

It should be noted that the initiatives announced by young people in the establishment of primary organizations of the Union of Youth of Uzbekistan in all higher educational institutions of the country are fully supported by local councils and higher educational institutions.The following:

Regulations on primary institutions of higher educational institutions of Uzbekistan in accordance with Appendix 1;

Approvement of the organizational structure of  primary organizations of higher educational institutions of the Republic of Uzbekistan in accordance with Appendix 2.

Control the leader of youth in the work of primary organizations of the Union of Youth of Uzbekistan, and be responsible for the organization.

Ministry of Higher and Secondary Special Education, higher educational institutions and affiliated persons:

Provision with 2 rooms and necessary materials and technical base for the primary organizations of the Union of Youth. (Council of the Youth Union, for other events in the "spirituality room”) ;

Separate rooms and provision of necessary amenities for clubs and clubs within the Union of Youth of Uzbekistan;

Organization the clubs of   Youth Organization of the Youth Union of the Republic of Uzbekistan with the coordination of the teaching staff of the higher educational institution. With the specializations and their coordination with the Youth Leader;

The measures, included in the work plan of the Youth Initiative of Uzbekistan and the Youth Initiative in the Plan of Action of the Higher Educational Institutions;

Taking into account the achievements of students and teachers in district (city), regional and national competitions and competitions of the Youth Union of Uzbekistan and in the evaluation of the educational institution as the achievement of the University;

The leader of the youth department should be a member of the Council of Higher Education and give him more opportunities for his rights and duties;

Working out and realization of control for the  qualification work and requirements for teachers and teachers of higher educational institutions of the youth leader;

Present to the youth leader as a member of the relevant selection committees to develop the leading staff, professors and teachers of higher education;

Amendments to relevant documents on the inclusion of a youth leader in the Commission by the recommendation of  students of state and nominal scholarships;

In this case, the procedure for reviewing the documents of candidates should be a recommendation of the Youth Leader;

Recommend to the position of the pro-rector of the university(if he/she has a degree);

Responsible for the appointment of a young adviser  to the rector (director) of a higher educational institution, who is a leader of youth policy.

Central Council of the Union of Youth of Uzbekistan, regional and local councils:

Decree of the President of the Republic of Uzbekistan of July 5, 2017 PF-5106 "On development the effectiveness of State Youth Policy and Supporting the Youth Union of Uzbekistan" and "Improving the Activity of the Youth Union of Uzbekistan" Decree of the Cabinet of Ministers of the Republic of Uzbekistan of June 18, 2016, PQ-3138 “On comprehensive measures”, in particular, contribute to the achievement of the goals of the Youth Union of Uzbekistan among the youth of higher educational institutions and encourage young people to feel a sense of well-being in the organization;

To conduct the constituent meeting of the Alliance, the primary organizations in all higher education institutions of the Republic, to record and monitor their activities;

Establishment of a system of  obeying  all the laws and other regulatory legal acts to primary organizations;

Preparation and delivery of propaganda tools used in the activities of primary organizations, including advertising films, banners, stands, posters, brochures, leaflets and others;

Development and use of methodical manuals, collections, methodical films and other materials available to the main organizations; supply of seats;

Systematic organization of local, regional and national training seminars   directed to the improvement the heads`  skills of the primary education;

Organization of visits to forums, conferences, visits to educational institutions for the exchange of experience and ideas among heads of primary organizations;

Auxiliary centers, associations and other public structures that promote self-government, uniting the leaders of primary organizations;

Providing smaller social subsidies to support initiatives of primary educational institutions;

Regularly study the activities of institutions of primary organizations and discuss issues in interdepartmental councils of local, regional and national levels on youth issues;

Inclusion of the youth leader in the personnel reserve for the position of the chairman of the local youth council;

Tasks and competitions aimed at encouraging members of youth leaders and the board of directors, as well as the systematization of their recommendations for state awards.

The Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan, the Center for Secondary Special and Professional Education and the Central Council of the Public Youth Movement of Uzbekistan “Kamolot”, Decree No. 15, 58/88 and 01-04 / 92 of 19 November 2012 on the further improvement of the activities of primary organizations of the Youth Union in higher educational institutions.

The control over the implementation of this Decree is entrusted to the first deputy minister of higher and secondary special education of the Republic of Uzbekistan D. Nabiyev and the Union of Youth of Uzbekistan.

CHARTER ON PRIMARY ORGANIZATIONS OF THE UNION OF YOUTH IN THE HIGHER EDUCATIONAL INSTITUTIONS OF THE REPUBLIC OF UZBEKISTAN

  1. General rule
  1. This Charter regulates the activities of primary organizations in higher educational institutions of the Union of Youth of Uzbekistan.
  2. The primary organization of the Youth Union of Uzbekistan (hereinafter referred to as the Primary Organization) implementing the goals of the Youth Union in the context of a higher education institution is the original structure that unites students and young teachers around them and protects their rights and interests.
  3. At the initiative of at least five prominent young people who are like-minded of the Youth Union of the higher educational institution of the primary organization and are registered with the local councils of the Union.
  4. Primary organizations carry out activities of the Union of Youth of Uzbekistan in higher educational institutions.
  5. Primary organizations of higher education institutions are united in local councils of the Union at their location.
  6. Leading youth leaders and members of the Council of Leaders, based on the needs and aspirations of youth, have their affiliates (associations, centers, clubs, etc.) can initiate or voluntarily join existing organizations.
  7. The activities of the primary organization are coordinated by the relevant local councils of the Youth Union of Uzbekistan and a higher educational institution.
  8. The main organization carries out its activities in accordance with the Constitution of the Republic of Uzbekistan, current legislation, regulatory legal acts on the activities of the Charter of the Youth Union of Uzbekistan and this Regulation.
  1. Aims and objectives of the primary organization
  1. The primary goal of the primary organization is to promote the creation of a decent environment for the education of young people in educational institutions, protect the rights and interests of young people and enhance their dignity.
  2. The primary organization has set the following tasks:
  • To educate the younger generation in the spirit of love and devotion to the Motherland, deepen their understanding of the idea of national independence, national values, religious tolerance, interethnic harmony and family values;
  • Representing young people with civil rights and obligations set out in the Constitution and laws of the Republic of Uzbekistan, explaining to them the essence and significance of democratic and legal reforms in the country;
  • study of problems faced by young people in higher education, the quality of education, the level of education, the level of attendance, the availability of textbooks and libraries, assistance in the consideration and consideration of complaints by young people;
  • knowledge of young people, the study of foreign languages and a deep knowledge of modern information and communication technologies and the implementation of measures aimed at their professional orientation;
  • organization of activities of clubs and clubs aimed at identifying, supporting and encouraging talented youth, promoting their intellectual and creative abilities;
  • support for creating an enabling environment for inclusive education for people with disabilities and low-income youth;
  • carrying out systematic work to prevent early marriages among girls in difficult family environments, bringing social adaptation of young people to society in difficult and unhealthy conditions and returning students who regularly attend classes;
  • implementation of legal and educational work aimed at preventing crime among young people;
  • the wide distribution of readers among young people, their love for the book and the development of the culture of readers;
  • formation of ideological immunity of youth in the face of "mass culture", malicious errors, information attacks, religious fanaticism, missionary and extremist ideas;
  • the development of youth tourism among the youth of higher educational institutions, visits to historical monuments, sacred places, museums, theaters, buildings built during independence;
  • encouraging sport among young people, especially girls, to promote their interest in sports and create the necessary conditions for their participation in various sports competitions;
  • organization of awareness-raising campaigns aimed at increasing the awareness of young people about medical culture, in particular, diseases;
  • development of environmental culture and support of environmental initiatives among young people by promoting environmental protection, promoting the rational use of natural resources.
  1. Rights and duties of the Primary Education Organization
  1. The rights of the Primary Organization include:
  • participation in educational, training and other events aimed at protecting the rights and interests of young people in higher education institutions, obtaining and monitoring necessary information from responsible staff and teachers;
  • study of the activities and quality of teaching in higher education institutions, the level of teaching and relations with students, as well as research of libraries, sports facilities, raids and opinion polls;
  • full use of university conditions, youth participation in clubs, organization of clubs and funding of action plans by higher education institutions;
  • development of recommendations to higher educational institutions of rectors and higher educational institutions on the issues, proposals and initiatives of young people in higher education;
  • organization of additional structures in a higher educational institution in accordance with the procedure, on the basis of the charter;
  • dissemination of information on activities.
  • the primary organization may also use other rights provided for by the relevant legal acts.
  1. The responsibilities of the primary organization include:
  • act in accordance with the regulatory legal acts adopted by the Constitution, the laws of the Republic of Uzbekistan, the Youth Union and higher education institutions, to observe established procedures;
  • implementation of the relevant instructions and instructions of local, regional and republican councils of the Youth Union, the Council and higher education institutions;
  • submit to the Council of Youth a local council and head of a higher education institution, reports on their activities in accordance with the established procedure;
  • proper use of premises for primary organization, logistics and resources;
  • assistance in educational, training and other activities of a higher educational institution.
  1. Organizational structure of the primary organization.
  1. The organizational structure of the primary organization includes:
  • elections for the leader of youth;
  • general meeting;
  • the Youth Council (Youth Leader, Youth Council Leader);
  • youth Council of the Faculty;
  • team leader;
  • student housing, the leader in the state;
  • structures in the main organization (training, clubs, etc.).
  1. The election of a youth leader is held at the beginning of each academic year (September).
  2. Procedure of the general meeting:
  • The Youth Union is the governing body of primary organizations;
  • The General Meeting is held quarterly;
  • The Youth Council, the Council of the Faculties, the leaders of the groups and the members of the Youth Union take part in the general meeting.
  1. Activities of the Council for Youth:
  • The Youth Council is the executive body ensuring the full implementation of the goals and objectives of the primary organization;
  • The Youth Council is declared the young leader at the primary general meeting held after the election of the youth leader;
  • The Youth Council is headed by a youth leader.
  1. Formation of the Youth Council:
  • The Youth Council is the self-governing body of the Youth Union;
  • The Youth Council is elected and operates at faculties, higher educational institutions, at regional and national levels;
  • The leader has the right to carry out activities in one direction of the higher educational institution, the regional and the republican youth council;
  • In groups of only 1 (one) Youth leader.
  1. Members of the Youth Council have the right to enjoy privileges approved by the decision of the Executive Committee.
  2. Candidates for the post of youth leader are:
  • having experience of working with young people not exceeding 35 (thirty five) years;
  • leadership, oratorical skills, enthusiasm and dedication;
  • knowledge, skills and ability to work in managerial structures, organizational, public work;
  • qualification in the use of modern information and communication technologies;
  • have a broad idea of ​​destructive ideas and ideologies, moral threats, malicious habits that negatively affect the education of young people;
  • to have a full understanding of the reforms being carried out in the country, the state of the youth policy and normative legal acts on the educational process and the procedure for the activities of the Youth Union.
  1. Procedure for the activities of the youth leader;
  • the youth leader coordinates the effective organization of the primary organization, manages the activities of the Youth Council and the youth leadership of the faculty, provides methodological support to the activities of all system managers, supports the members' initiatives;
  • the youth leader directs the activities of the primary organization of the Youth Union of Higher Education;
  • protects the rights and interests of young people in higher education;
  • ensure the implementation of state programs and programs on youth;
  • organizes the activities of the primary organization and acts on its behalf;
  • Manages circles, clubs and other structures in the main organization;
  • provide information, reports to the higher educational institution and the head of the higher educational institution on the activities of the primary organization;
  • acts on the basis of the nomenclature established for the primary organization, ensures fulfillment of tasks of the heads of higher educational institutions and the rector of the university;
  • premises intended for primary organization, material and technical means and targeted use of funds.
  1. The youth leader is a member of all councils of higher education institutions and other commissions on youth issues.
  2. The youth leader is directly subordinate to the local council of the Youth Union and the rector of the higher educational institution.
  3. To organize the activities of the primary organization in the team there is a group of leaders, a leader of youth hostels and work collectives.
  4. In the primary organization system, various clubs and organizations may be established, depending on the interests and aspirations of the youth.
  5. The coordinator of the organization is chosen within the framework of the primary organization (circle, club, etc.).
  6. Institutions in the main organization (training, club, etc.) are attracted by teachers of the relevant higher education institution, and their activities are coordinated by the leader of the youth.
  1. Election of the leader of youth.
  1. The election of a youth leader is carried out by electing students of higher education institutions based on the general, equal and direct suffrage of young employees.
  2. The leader of youth is selected from among students and young professors of higher educational institutions.
  3. Candidates for the position of a youth leader are submitted to the administration of a higher educational institution on September 10 of each academic year.
  4. Candidates are given ten (ten) days (from September 11 to September 20) for pre-election promotion. Candidates will introduce voters into their programs during this period.
  5. The preparation and holding of elections for the leader of youth is conducted openly and transparently.
  6. Pre-election campaigning ends on the eve of Election Day.
  7. Elections will be performed on 22 or 23 September from 8:00 to 18:00.
  8. The candidate who collected the largest number of votes in the elections is the leader of the youth.
  9. Elections that constitute less than 33 (thirty-three) percent of voters are considered not to have taken place.
  10. If the youth leader is declared invalid, then again, if there is only one candidate in the youth leader election and can not receive the required number of votes. Repeated elections are held in accordance with the procedure established by this Charter for holding the main elections and the conditions contained therein.
  11. Repeated elections are held within 10 (ten) days after the main election.
  12. The media can cover preparations for elections and the electoral process.
  13. Representatives of the press, television and radio have the right to participate in all arrangements for the preparation and conduct of elections, as well as in voting and counting of votes.
  14. The leader of the youth election commission shall announce the election results no later than the Election Day.
  1. Financial support for the activities of the primary organization.
  1. The primary organization will have a separate room, table and chairs, shelves, computer set, printer, projector, screen, digital camera, flipchart,
  2. The measures outlined in the work plan of the Institute of the Primary Organization are included in the work plan of the higher education institution.
  3. The Youth Union is provided with legal and regulatory documents, methodological materials and materials for disseminating information on the activities of the primary organization.
  1. Termination of the activities of the primary organization.
  1. If there are compelling reasons to terminate the activities of the primary organization, its activities shall be terminated in accordance with the procedure established by the decision of the general meeting.
