At the Tashkent Institute of Irrigation and Agricultural Mechanization Engineers, the preparation of highly qualified scientific and scientific-pedagogical specialists is carried out through postgraduate education.

Post-graduate education is a kind of continuing education aimed at ensuring the needs of the society in scientific and scientific-pedagogical personnel of the highest qualification;

The Cabinet of Ministers adopted Decree No. 304 in May 22, 2017 «Measures for the Further Improvement of the Post-Graduate Education System».

The document approved the State requirements for postgraduate education, the Regulation on postgraduate education.

According to President Decree of 16.02.2017 № 4958 «On the further Improvement of the Post-Graduate Education System», a two-stage system of postgraduate education is provided in Uzbekistan: Doctor of Philosophy and Doctor of Science. The training is carried out in the form of: basic institution of doctoral candidacy, institution of doctoral candidacy and independent applicants.

An important innovation was the replacement of entrance examinations to the institution of doctoral candidacy with an interview. Entrance examinations are kept in the basic institution of doctoral candidacy on foreign languages and specialties.

Currently, 27 doctoral students on 10 specialties are being trained at the Tashkent Institute of Irrigation and Agricultural Mechanization Engineers.

The necessary conditions for the organization of the institution of doctoral candidacy and the training of scientific and scientific — pedagogical workers are created at the Institute.

The management of the Institute strives to create the necessary conditions for increasing the efficiency of the training of the highly qualified scientific and pedagogical personnel, financially and spiritually stimulating the doctoral candidates.

Doctoral candidates participate in the annual conferences of the Institute. In addition, they take part at the  international conferences and seminars.

 

Requirements for studying at post-graduate education institutions

 Doctoral candidates and independent applicants are trained according to the individual plan approved by the decision of the Collegial Body.

An individual plan is drawn up for the entire period of study at the Institute of Postgraduate Education.

In order to ensure high-quality training of scientific and scientific-pedagogical personnel of the highest qualification, as well as providing them with the necessary scientific and educational-methodological assistance in carrying out dissertation research by the decision of the Collegial Body:

Candidates for the PhD degree are assigned the scientific supervisors;

Applicants for the scientific degree of Doctor of Science (DSc) are assigned the scientific advisers, except for the cases stipulated by the sixth paragraph of this point.

Scientific supervisors can be doctors of sciences, as well as candidates with Ph.D. and Doctors of Philosophy (PhD), leading active scientific and scientific-pedagogical activity.

Scientific advisers can be doctors of sciences, leading active scientific and scientific-pedagogical activity.

Dissertational research for the degree of Doctor of Science (DSc) at the request of the applicant can also be carried out without the appointment of scientific advisers.

Prior to the defense of the thesis for the degree of Doctor of Philosophy (PhD), applicants must:

pass the qualification examinations on the specialty and a foreign language;

provide a broad discussion of the thesis results at the international and national scientific and practical conferences;

have at least three scientific articles (including one of them abroad) reflecting the main results of the thesis published in scientific journals determined by the Supreme Attestation Committee.

Prior to the defense of the thesis for the degree of Doctor of Science (DSc), applicants must:

provide a broad discussion of the thesis results at the international and national scientific and practical conferences;

have at least ten scientific articles (including one of them abroad) reflecting the main results of the thesis published in scientific journals determined by the Supreme Attestation Committee.

Applicants for the degree of Doctor of Science (DSc) in social sciences and humanities should publish a monograph on thedissertation results.

 

Persons entering the basic institution of doctoral candidacy for Doctor of Philosophy (PhDs) must meet the following requirements:

have a master’s degree or a diploma of clinical residency (for medical sciences), or a diploma of higher education (on specialty programs);

have certain scientific results, including at least one scientific article published in a scientific journal, and not less than two abstracts in scientific proceedings in the relevant scientific fields that can form the basis of the Ph.D. thesis for a Ph.D. seekers.

Individuals who have a scientific and pedagogical experience of work for at least two years or who have certain scientific achievements (patents for inventions or author’s certificates) are put on the independent applicants of Ph.D.

 

Requirements to applicants who apply to DS (Doctor of Science) post graduate study:

should have science degree of PhD or/and equal degree of former science degrees or equal science degree got in foreign countries;

should have considerable or/and substantial science achievements of PhD or other equal science degrees got in foreign countries, including, not less than 3 (three) science articles published in science journals or/and not less than 2 (two) published science articles(thesis) of science and science-practical conferences, which can be a scientific basis of research thesis for getting DS degree.

Efficiency monitoring of researchers activity

 Ministries, government departments and organizations, which have HEI and/or SRI, in cooperation with Agency of Science and technologies of Uzbekistan Republic carry out efficiency monitoring of researchers activity at HEI and/or SRI.

For carrying out monitoring procedure will be set up a working group, and its staff  is confirmed by appropriate ministries, government departments and organizations, which have HEI and SRI.

Efficiency monitoring of PhD degree researchers activity will be carried out according following criterion:

а) On first year of study:

— Existence of verified individual research plan according science thesis theme and its fulfillment;

— Existence of verified theoretical-methodological program according specialty and its fulfillment;

— Existence of publications at least 1 (one) science article, according theme of science thesis published in specialized science journals, indicated in the list of HAC;

— Participation in conference with article according theme of science thesis;

— Existence of analytical preview of science thesis theme;

— Participation in seminars at HEI and/or SRI, (in cooperation with science supervisor) according analytical results of the thesis theme;

  1. b) On second year of study:

— Existence of publications at least 1 (one) science article, according theme of science thesis published in specialized science journals, indicated in the list of HAC at the period under review;

— Existence of publications at least 1 (one) science abstract (thesis) issued according theme of science thesis published in materials of science conferences at the period under review;

— Existence of publications at least 1 (one) science article issued in foreign science journal indicated in the list of HAC;

— Participation in science seminar of science-organizational subdivision with an article (department, lab, sector) of HEI and/or SRI, according preliminary results of science thesis (independently);

— Presenting a report of individual plan’s fulfillment according theme of science thesis;

  1. c) On third year of study:

— Existence of publications in science journals, including foreign publications according as indicated in the list of HAC and in adequate quantity;

— Existence of finished science thesis, author’s abstract, prepared according requirements of HAC;

— Consideration and discussion of science thesis and author’s abstract at science sessions of science-organizational subdivisions of HEI and/or SRI.

Efficiency monitoring of DS degree researchers activity will be carried out according following criterion:

а) On first year of study:

— Existence of verified individual research plan according science thesis theme and its fulfillment;

— Existence of finished first and second parts of science thesis;

— Existence of publications at least 3 (three) science articles, according theme of science thesis published in specialized science journals, indicated in the list of HAC;

— Existence of publications at least 1 (one) science abstract (thesis) issued according theme of science thesis published in materials of republic and international science conferences at the period under review;

— Participation in conferences and/or seminars with article according theme of science thesis;

— Analytical preview according science thesis theme;

— Making speech on seminars according preliminary results of science thesis;

  1. b) On second year of study:

— Existence of finished third and fourth parts of science thesis;

— Existence of publications not less than 4 (four) science articles, according theme of science thesis published in specialized science journals, indicated in the list of HAC, (including 1 (one) foreign article);

— Existence of publications at least 1 (one) science abstract (thesis) issued according theme of science thesis published in materials of republic and/or international science conferences;

— Carrying out science seminar as preliminary results of science thesis;

— Participation in conferences and/or seminars (not less than 1 (one) time);

— Presenting a report of individual plan’s fulfillment according theme of science thesis;

  1. c) On third year of study:

— Existence of publications not less than 3 (three) science articles, according theme of science thesis published in specialized science journals, indicated in the list of HAC;

— Existence of published monograph as preliminary results of science thesis (for social-humanities sciences);

— Existence of finished science thesis, author’s abstract, prepared according requirements of HAC;

— Consideration and discussion of science thesis and author’s abstract at science sessions of science-organizational subdivisions of HEI and/or SRI.

Results of monitoring procedures will be considered and verified by Collegial Committee. As regards of researchers who had not fulfilled individual plan’s tasks, Collegial Committee comes to an appropriate decision.

Under failure to fulfillment of an individual plan’s tasks, researchers according decision of Collegial Committee will be discharged from post-graduate study and not to be made restoration.

Persons, who were discharged from post-graduate study and/or not finished or defended their science thesis in time, can be enrolled as independent researcher till defending of their science thesis. Persons, who were discharged from post-graduate study without valid excuses and/or violate discipline of HEI and/or SRI, will not to be made restoration.

According decision of Collegial Committee, science supervisors and experts of researchers, payment for consulting and supervision will be stopped.

 

Requirements for science-pedagogical personnel

The main requirements which provide necessary and sufficient level of preparation of high qualified science and science-pedagogical personnel are:

а) for PhD applicants:

Possession of research methodology of general scientific and specific sphere, ability to detect and establish a claim of the problem, keeping purposeful research, to analyze, to systematize and summarize science data and information;

Ability to set out the problem, to be based on research results, laconically and precise formulate science conclusions and recommendations;

To represent own science results for involving to practice;

  1. b) For DSc applicants:

possession of deep fundamental knowledge according specialty;

ability to propound fundamental research on high level and to solve science-practical problems, which have important social-economic significance;

involvement of science results to practice.
